Colombia 2022 Summit Updates

On November 9th, 2023, members of the Global Alliance for Ministries and Infrastructures for Peace (GAMIP) will formally present a proposal to the Congress of the Republic of Colombia. This proposal is the culmination of extensive deliberations by experts in peacebuilding, ongoing since October 2022, aimed at contributing to the ongoing discussions regarding the establishment of a Ministry of Peace for Colombia, and building on Colombia’s existing infrastructures for peace.
The proposal consists of three core components: a comprehensive analysis of international experiences in terms of scope, limitations, and lessons learned; the presentation of strategic principles; and the outlining of key elements within a draft bill.
It takes into account the notable successes and challenges of Colombia’s complex path towards territorial peacebuilding, Clarification of the Truth (CEV) report (June 2022), progress in negotiations with the ELN guerrilla group, the emergence of new armed actors, and the government’s commitment to Total Peace under Gustavo Petro.
The authors of this proposal come from diverse backgrounds and geographical locations, spanning Colombia, Mexico, Chile, Argentina, and Canada. Among them are consultants, academics, and leaders of international organizations, collectively possessing extensive expertise in the theory and implementation of peacebuilding and conflict resolution. Their specialized fields encompass Peace Education, Citizenship and Democracy, Peace Professionalism, Political Science, Economics, Human Rights Practice, Defense, International Cooperation, Communications, Sociology, and Constitutional Law.
